Toggle to skip cemetery selection during quote phase

I want a toggle to skip choosing a cemetery when creating a quote. Often, clients just want to know prices based on stone sizes without providing the cemetery name or location in the early stages. This would allow us to give them a price quickly without needing extra information they might not have yet.
