Stage for Quotes that Need Cemetery Visit to Finish Quote

I tried to create a stage that includes orders still in the quote stage, but need a cemetery visit before the quote can be finished. The system does not allow for moving this new quote stage before the order confirmation stage. When I moved the quote to the stage just after the confirmation stage, it automatically showed that payment was given in full. I can’t change this. Can these 2 things be fixed?
