Stage cards - UI hard to manipulate with random results.

Bug Report

In both Firefox and Edge. W11 desktop. Under settings, Order Management, Stages.

The UI pops ups a fairly small window (not really an issue just makes it harder). The cards do not move as expected. Any card touched flys to a random order. Often to the last step possible.

    This is low urgency. I was able to wiggle the card around enough to get the order I needed.
