Setting to stop wholesale clients from receiving customer emails

Raised by Rick (Shafer Memorials) with Abdul: his wholesale clients are receiving customer-facing emails they shouldn't get. Add a setting to suppress customer / portal notification emails for wholesale clients (wholesale orders or wholesale-category contacts), so wholesale buyers don't receive end-customer emails.
