Prevent cemetery fee recalculation when editing order notes

I want the cemetery fee to stay the same when I edit an order note. Currently, if I edit an order just to add a note, it updates the fee snapshot to the current global settings, which can change the price and make it look like we owe the customer money. It should only recalculate if the stone dimensions are actually changed.
