Order management: Lock stencil to-do and engraving to-do until design is approved

Stencil and engraving steps should be locked until the design to-do is marked as complete. This prevents the shop from starting engraving work on a stone before the customer has approved the final design. If the design changes after engraving has started, the stone could be ruined. Once the design is approved, stencil and engraving unlock automatically.
